Abstract
The program's strategic objective is to strengthen capacities and build necessary competencies for the timely and effective execution and implementation of the Victims Law at the national, departmental, and municipal levels. During the reporting period from July 1st to September 30th, 2019, VISP made significant progress in each of its five intermediate results. In Intermediate Result 1, VISP finalized the implementation of the Strengthening Model of Territorial Entities (EETT) in all targeted territorial entities, delivered knowledge products and endowments to victims' organizations and local Mayor's offices, and concluded the construction of a Mausoleum for Bojaya's massacre victims. Additionally, VISP signed an agreement with the Ministry of Interior to promote coordination between the victims' public policy and stabilization planning instruments. In Intermediate Result 2, VISP continued to work with the Victims Unit and the Ministry of Health on the implementation, monitoring, territorializing, and evaluation of psychosocial care and health strategies for conflict-victims. The program also supported the qualification of teams in charge of psychosocial rehabilitation strategies through the production of technical training tools, manuals, guidance documents, and courses. Furthermore, VISP designed the community rehabilitation measure established in point 5 of the Peace Agreement through the validation of the Psychosocial Rehabilitation Methodological Strategy. In Intermediate Result 3, VISP continued piloting the Strengthening of Comprehensive Reparation Initiatives Model through support of 11 new initiatives. The program also successfully included "Participation Centers for People with Disabilities" within a "Comprehensive Rehabilitation Route for People with Disabilities" executed with the Presidential Counseling for the Participation of People with Disabilities. VISP also made progress in Intermediate Result 4, which focuses on select GOC institutions and systems accommodating the specific needs of ethnic groups and women. The program supported the election process representatives for Victims' Effective Participation Roundtables for the period 2019-2021. Additionally, VISP worked with the Victims Unit and the Ministry of Health to strengthen the capacity of teams in charge of psychosocial rehabilitation strategies, particularly for ethnic communities. In Intermediate Result 5, VISP continued to work on peace for victims, focusing on institutional adjustments needed to implement peace accords on victims and reparation. The program supported the development of knowledge products and endowments for victims' organizations and local Mayor's offices, and concluded the construction of a Mausoleum for Bojaya's massacre victims. The program's financial report for the reporting period shows that VISP has made significant progress in achieving its objectives, with a total expenditure of $X million. The program's financial report also highlights the challenges encountered during this period, including the need for additional resources to support the implementation of the Victims Law. Overall, VISP has made significant progress in strengthening the capacities of the GOC institutions and systems to implement the Victims Law, particularly in the areas of psychosocial care and health, physical rehabilitation, and comprehensive reparation initiatives. The program's continued support and accompaniment are essential to ensure the effective implementation of the Victims Law and the provision of reparations to victims of conflict.
