Abstract
The activity focuses on addressing barriers to inclusion in civic, political, and economic spaces, as well as enhancing organizational experiences with inclusive development. Initial assessments conducted in the DRC identified several key challenges to inclusive development, including limited access to civic information and awareness, perceived barriers to civic engagement for marginalized groups, and disparities in access to productive resources. These challenges are further exacerbated by structural barriers, such as discrimination and limited participation of community actors in decision-making processes. The IDAMS task order employed a mixed-methods approach, combining qualitative and quantitative data collection methods to gather insights from diverse stakeholders. Key informant interviews (KII) and focus group discussions (FGD) were conducted with community-based organizations, civil society organizations, and other stakeholders to gather qualitative data. A survey was also administered to gather quantitative data from a representative sample of respondents. The analysis revealed several key findings, including the presence of significant civic information and awareness gaps, particularly among marginalized groups. Respondents reported that factors such as lack of access to information, limited education, and social exclusion contribute to these gaps. The analysis also highlighted the importance of addressing structural barriers, such as discrimination and limited participation of community actors in decision-making processes, to promote inclusive development. The study identified several entry points for increased influence of marginalized groups, including increased participation in household financial decision-making, access to productive resources, and involvement in decision-making processes. The analysis also highlighted the importance of addressing social inclusion, particularly in areas such as education and employment. The IDAMS task order has several recommendations for promoting inclusive development in the DRC, including increasing access to civic information and awareness, addressing structural barriers, and enhancing organizational experiences with inclusive development. The activity also recommends increasing participation of marginalized groups in decision-making processes and addressing social inclusion in areas such as education and employment. The study's findings and recommendations have significant implications for USAID/DRC's programming and policy initiatives.
