Abstract
The fund was established based on lessons learned from a rapid response mechanism piloted in Sri Lanka. The primary goal of the RAPID Fund is to provide quick and effective humanitarian assistance to conflict- and flood-affected populations in Pakistan. To achieve this goal, the RAPID Fund distributes small grants to local Pakistani non-governmental organizations (NGOs), allowing them to tap into their understanding of local needs and ability to access affected communities. Since its establishment, the RAPID Fund has awarded nearly $18 million to support more than 100 activities that benefit an estimated 2.6 million people in Pakistan, with half of the beneficiaries being women. The fund addresses a range of humanitarian needs, including health, nutrition, shelter, water, sanitation, and hygiene. In addition to addressing immediate humanitarian needs, the RAPID Fund also focuses on restoring the livelihoods of people displaced by conflict or natural hazards. This includes providing farming tool kits, seeds, and cash grants to assist in reestablishing small businesses that were destroyed by the 2010 and 2011 floods or conflict. Temporary work programs have also been implemented, enabling 240 community infrastructure projects to date, including the restoration or construction of irrigation channels and retaining walls. These projects not only provide economic benefits but also reduce the vulnerability of at-risk populations to future disasters. The RAPID Fund has made a significant impact in the lives of people across Pakistan. For example, a beneficiary from a conflict-affected area reported that the fund's support enabled them to rebuild their home and regain hope for a better future. The RAPID Fund's ability to provide timely and effective assistance has been critical in addressing the complex humanitarian needs of conflict- and flood-affected populations in Pakistan. The RAPID Fund's success can be attributed to its ability to leverage the expertise and resources of local Pakistani NGOs. By working closely with these organizations, the RAPID Fund is able to reach remote and insecure areas, providing critical assistance to those who need it most. The fund's focus on livelihood restoration and economic recovery has also helped to promote long-term sustainability and resilience in affected communities.
