Abstract
The program focuses on four regions: Morogoro, Iringa, Njombe, and Rukwa, and targets ten districts in the Rufiji, Lake Nyasa, and Lake Rukwa basins. The program's main objective is to increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water utilities. To achieve this, the program will implement several tasks, including supporting RUWASA to track national-level WASH services and enhance decision-making and targeting of resources, improving RUWASA's financial management and infrastructure planning capacity, and developing new operations and maintenance models. Another key objective of the program is to increase access to finance for WASH services. This will be achieved through several tasks, including assessing the national water policy implementation status, identifying gaps, and providing technical assistance to the Ministry of Water to operationalize the policy. The program will also initiate coordination with the U.S. Development Finance Cooperation (DFC) to develop a credit guarantee to RUWASA and urban water utilities. The program will also focus on strengthening the market for sanitation and hygiene products and services. This will be achieved through several tasks, including performing sanitation markets research, establishing partnerships with private sector entities to develop and pilot sanitation and hygiene product and service solutions, and providing technical assistance to enhance skills in business development, marketing, and management. In addition, the program will strengthen basin water boards and water user associations to enhance stewardship of water resources. This will be achieved through several tasks, including providing technical assistance to basin water boards to improve their institutional capacity and operational efficiency, designing targeted infrastructure investments to protect and restore catchments, and raising awareness of high population growth, health, and environmental issues that threaten Tanzania's water resource base. The program will also implement several cross-cutting and integration activities, including communication, monitoring, evaluation, and learning, gender integration and youth engagement, and cross-cutting youth advisory council. The program will be managed by a team of staff, including a chief of party, project manager, and technical specialists. The program will also have several offices and logistics, including a main office in Dar es Salaam and field offices in the target regions. The program will also have a grants management system and will be required to report on its progress and achievements. The program's budget for FY 2023 is summarized in Annex 1 of the annual work plan. The budget includes funding for staff salaries, office and logistics, administration and finance, grants management, environmental management and compliance, and reporting. Overall, the MUM Activity is a comprehensive program that aims to improve access to WASH services in Tanzania. The program's focus on increasing access to sustainable water services, strengthening the market for sanitation and hygiene products and services, and strengthening basin water boards and water user associations will help to achieve the program's objectives and contribute to the improvement of WASH services in Tanzania.
